Not every adapter is supported in each version of Windows. All language files are embedded wifed this archive.
If the normal program uninstall fails, you should give the manual registry removal a try. Contractor or Manufacturer is Intel.

I walked through a number of the registery entries. I did not see the Network Connections software on the list of Intel programs you siad you found, so unless you missed it, you will need to go to the step below.
I’m not sure how to Uninstall. There are some posts in here about changing the registry but the do not relate to Windows 7. You may not remove any copyright notices from the Software.
